So, I've re-read Twelve Months now, and want to say why I think that Harry has a particular effect on Lara, and why I think the Winter Mantle has little to do with it.
So Spoilers for Twelve Months
One of the theories I see floated around for why Lara has become - for lack of a better word - addicted to feeding on Harry is that the Winter Mantle gives him a massive source of energy.
But I don't think this is the case.
One of the things that is highlighted in the books is that, while the Winter Mantle carries some Winter power and Harry can tap in to that, what it mostly seems to do is to effect his emotions and responses.
Harry constantly frames the Mantle as making him a predatory, horny, territorial, hostile person. He talks about the need to manage the Mantle by channeling those energies into specific and focused activity. He wears it out by taking it for a walk - or maybe a multi-mile non-stop run.
But Butters also posits an idea: The Mantle doesn't have a significant power all its own by default, but it instead allows Harry to ignore or otherwise push-past his natural limitations. In turn, because Harry is a Wizard, and Wizards are naturally imbued with and in tune with the power of creation, they can heal and regenerate in a non-mortal manner which contributes to lifespans almost an order of magnitude greater than their human peers.
In this reading, the Mantle is not primarily a source of power. Harry can summon forth ice with ease, he can tap in to some aspects of Winter. But the core of the Mantle is the ability to ignore his limitations. His ability to run flat-out for extended periods of time, his physical hardiness, his pain tolerance - all of it can be read not as stemming from Winter's power, but from his own power unshackled.
But we know some other things about Harry's power. We know, for example, that he already had a lot of power. On several occasions it is noted that he is one of the heavy weights in magical power in North America if not globally - but that his lack of finesse means he doesn't effectively exercise that power. That he wastes a lot of it, but also that he has a lot of it to waste.
And we also know that Harry has access to Soul Fire. By tapping into to his soul, Harry can directly channel the primordial powers of creation. He can make his spells more real. He can perform certain magics more purely than any other living wizard because he has access to his divine spark - an access given in balance for forsaking Hell Fire.
And I think that is what has bound Lara to feed from Harry. Because we now know the hunger is an Outsider, and Outsiders crave creation. They crave the very fundamental fabric of reality.
While I think the Winter Mantle plays a role - that it connects Harry for directly with his own power as much as it lends some of Winter's finesse to him - that what Lara has a taste for now is in fact unfiltered vital energy.
I also think it is really important that Lara does not need to feed on Harry. Her hunger's surcease might be specific to Harry, but she could - and could have done so without him ever knowing - just fed sufficiently from 'kine'. She could have just eaten people. But Lara chose not to.
I think also that Lara's feeding on Harry in White Night - during their kiss - can be read to either theory, as at that moment, Harry had no connection to Hell Fire, to Soul Fire, or to Winter. (And I wonder if the 'Love' Lara tasted and was burnt by was in fact Lash's, but that is another question entirely)
I dunno, I just don't buy that it's the Winter of it all. I think that's a little to pat. I think it's Harry specifically. I think it's his soul specifically. I don't think it's him being a Starborn because he's been that the entire time. But I do think it is his ability to channel his Soul fully. And I think, ironically, if my theory holds that Lara is unintentionally strength-training Harry's soul.
