I haven't played the level in years, but imo the best 2d sonic level is Wacky Workbench. Is it good? No, but once you play it once it's stuck in your brain forever.
Ok am I going crazy or something??? In the japan/pal version of the wacky workbench bad future music, in the latter half of the song you can hear talking/singing/whatever. Now, I don't have a clue what anyone else hears when they listen to it, but to me?

Both the good and bad futures of Wacky Workbench have a cool factory background churn going on in them--produced by actual samples and vocal samples. The repeated guitar melody, then going into a heavier guitar comping is very cool, washed by the synths and the bell hits. There is a lot of synth work in the background that's subtle, but does a lot of heavy lifting. The walk up before the turnaround, the little "wahs"--they all add up to make it all very full. It's a groovy track and easy to get lost in!
