Ray garrarty’s dad wasn’t selfish. He didn’t make the choice to leave Ray, that “choice” stopped existing as soon as they caught him. And i would argue it stopped existing as soon as a dictatorship took over the country… that’s how revolutions and revolutionaries work.
I know Pete said he choose to leave ray, but it doesn’t mean Pete is right by calling it a choice (we have no idea what The Mayor would’ve done if he did what they wanted to) or that (even if we pretend he made the choice) that it was a selfish choice. Pete is shown as the moral support of the team, so he says many good things. But he is wrong here.
That’s why in the end, when he kills the mayor the story doesn’t punish him. We can guess he died, but they don’t show it. They don’t show us the punishment, they show us him turning around and walking in peace. It’s because rebelling against oppression will never be selfish.
Ray choose love, because that was his arc. But when Ray choose that, it showed to pete that to rebel against an oppressive system is acceptable. Even if at the end he couldn’t comply with the compromises he had.
That same courtesy is extended to Mr Garrarty. To rebel to free your people from a oppressive system, it’s not selfish.
