We mostly agree that Legundo is a victor in Apo's district, but what if he wasn't the only option, what if there was another.
Enter Owen. Owen is the complete opposite of Legs when it comes to his victory. Instead of winning for survival/ perceived method of mercy killing, he won cause of his down right anger.
Why? Cause he was reaped twice. The first time he was so sickly everyone knew he wouldn't survive, he was written off almost immediately. He was barely 13 , wire frame and recked by disease. Victors in their district was rare enough, wood was not a luxury for the capital so no one was paid as such, there was no money for training careers so reaping was often a death sentence, even if you weren't ill.
So it was a shock when the mayor's son raised his hand.
Louis loved Owen the way any teenager loves their first love, wholly and undeniably. It was the right thing to do in his eyes.
The capital was enraptured by this story of love and sacrifice. After all, romance makes for a good story, especially when it bridges divides of poverty and power. A prince and the pauper. Louis becomes a popular tribute within the capital, painted as a bleeding heart lover boy.
But love isn't enough, Louis is killed towards the end of his games. It causes a great disappointment in the capital viewers. Flowers are sent to his home, and somehow, someone funds Owen health care that he recovers. He becomes stronger than he ever has, turning his grief into rage which he funnels in his lumberjacking, as it is all he has left.
The months pass by and Owen finds himself once again in the district square/plaza and now 14 he hears his name called again.
He thinks it must be a cruel trick of fate. He screams and thrashes until he is restrained and pulled away. No one meets him to give him a memento.
While in the capital it becomes clear to the viewers who this is, this is the mayor's son's lover. And he is angry. He gets very few sponsors much to the annoyance of his mentor. At one point his mentor has to pull him aside to tell him if he keeps going the way he is that the capital will have him silenced.
Owen can't have that. He has to win. For Louis, to prove to everyone the mistake they made.
It was one of the shortest games in history.
With the use of his trapping and tracking knowledge from hunting, his brute strength from labour and a wicked sharp axe he finds, Owen carves a bloody path through the arena. He is not merciful as there was no mercy for Louis. The capital wants a monster so they are going to get one.
Of all the victors, Owen is seen the least. He is never chosen to mentor for fear of the ideals he will instil. At age 16 he watches Legs poison the water.
He views legs as naive at best and a cowardly monster at worse.

I love Traveler being a ball of anxiety because he is—like. He’s almost never relaxed. Especially around people post-HW.
I also love Abolish seeing this and giving him a hot chocolate. Like, that’s so sweet of him! :D

Apo and Martyn found a man having a panic attack in the middle of the woods, frostbitten fingers clutching at his throat and body curled up in on itself as if a bear is about to maul him. Apo tries to get his attention, but a mere glimpse of her got the guy crawling away, chanting something about getting out of his head.
The military architect, as the faster of the two town members, went back to get help, while Martyn stayed behind to make sure the stranger doesn't do something stupid. The person Apo met first was Abolish, who went to help the newcomer, while the architect run on to inform the doctor.
Abolish, either from experience or some form of training his organisation offers, knows how to deal with panic attacks, so he manages to calm the frostbitten man enough to get him to town.

[Once in Oakhurst, Abolish offered his own house for the stranger to rest in and recover. The man, shaking under a blanket with his hands in a bowl of lukewarm water, introduced himself as Legundo. Funny, how it's the doctor's paternal surname too.]
[Doc came in soon after, directed inside by Martyn. The newcomer's hands were examined – surface frostbite, but thankfully no permanent damage – and then left to thaw some more until the blueish-white tint receded. The whole time, Traveller was silent, his shoulders tense as he observed doctor's hands at work. He avoided eye contact, Abolish noted, averting his gaze whenever he accidentally caught the hunter's or the doctor's.]
Doc: *wraps Traveller's hands after smearing a thin layer of smth numbing* Avoid using your hands as much as possible for a day or two, so as to not irritate the damaged skin. Any other injuries I should know of?
[The stranger rubs his throat, staring at the bandaged fingers. After a moment of awkwardness, he seems to realise that Dr. Legundo expects an answer, and shakes his head.]
Abolish: *carries in a cup of hot chocolate, which is no longer hot* Here. The world's best drink to get comfortable.
[The newcomer takes the cup with a nod, and takes a sip. The drink is a bit too bitter for his taste, but Traveller stays quiet, instead studying the edge of the blanket Abolish lent him.]
Abolish: *Sigh* Say, how did you get frostbite in the middle of September?
Traveller: ...Side effect. Just- Died. A few times too many. It's- it's nothing.
Doc: *takes a moment to process* ...I'm sorry what.
[Traveller rolled up his right sleeve, uncovering a strange leather brace with a huge rectangle of thin orange glass on top. The glass lit up on touch, small white letters and numbers appearing on it, changing as the man dragged a finger over a strip on the edge.]
Traveller: I- I mean. I've been... decapitated about an-... *Stops scrolling* An hour? Two hours ago?
Abolish: *frowns. It has barely been an hour since Apo and Martyn found this man* ...Then what you are doing in Oakhurst, very much alive?
Traveller: *glances into the middle distance, before raising his gaze in thought* Oakhurst...? Oakhurst... *mumbles* I- Drift mentioned it...? *a bit louder* I'm not- I don't think I know what you - what are you talking about?
Abolish: *blinks* This town, in the middle of nowhere. You are in Oakhurst right now. You know Drift?
Traveller: *bites the inside of his cheek, glancing at Doc before averting his gaze to the floor, shoulders raised.* Well- A Drift? Like- I'm a Legundo. *Mumbles* Honestly, weird that this happened only now.
Doc: I- sorry, but I'm- not quite following?
Traveller: *takes another sip of hot chocolate* ... It's- just, world hopping, not- nothing much. *Puts the cup on the stool Abolish his by his bed, goes to get up.* You don't- I'll be gone, outta your hair, in- a few months? A bit over three. I- *tries to step around the two, but Abolish steps in his way* sorry, just- don't kill me, I- I leave on my own, I- I can leave on my own-!
Abolish: *gently directs Traveller back on the bed* Hey. Hey, it's alright – You're safe here. *Takes his hands off, feeling the other tense up under the touch.* Breath with me, c'mon. In.
Traveller: *wide mismatched eyes stare at the hunter's arms, freshly bandaged hands clutching at the blanket now under him* N-no, no, I- I'm fine, it's- I-! *He is hyperventilating.*
[After a minute, Traveller starts to repeat the hunter's breathing pattern, even if each inhale and exhale shakes twice as badly as he does. Doc observes the whole thing, conserned for his patient, yet marveling at Abolish coaching the other Legundo through calming down. The newcomer tugs the blanket up, and curls up under it, as if trying to hide.]
Abolish: ...Are you calmer now? *Answers Traveller's nod with his own.* Okay.
Doc: ...I think it's best that we leave our questions for later – You need rest.
Abolish: *After a moment of thought, nods in agreement* Yes. You can stay here, for now. Maybe you have questions yourself?
[Traveller bites his lower lip, before shaking his head, trembling hands picking the cup of hot chocolate back up.]

Onto fashion (I'm only doing ones I actually have ideas for)
First off, the kinda boring ones
Legs - this man is basic. If he is just off shift then he is wearing shirts with 3/4 sleeves and a simple tie. If it's something fancier then his harpey express skin is actually a good fit, though potentially with a matching jacket for the vest. He tends to wear very sensible footwear, often a well looked after pair of black shoes, still polished to a military finish. In the clinic he wears his white robes over them.
Louis- working as a clerk he doesn't have much to spend on fashion so is also in basic shirt slacks and vest. I imagine him wearing a lot of warm colours such as reds and browns and ties to match. I also think he wears knitted vests he made himself, especially in the winter.
Pyro - When behind the bar he wears white shirt, black vest and apron to prevent his trousers being ruined by spilled drinks and to wipe his hands. He also tends to wear a bowtie over a ties and has a chain and pocketwatch in his jacket. He has a signet ring with his families crest and some silver cufflinks Scott gifted him. Outside of work he wear more casual clothes including a sheep fleece lined leather jacket.
Now onto more exciting clothes.
Apo - surprising 1920s women police uniform are very similar to he vsmp clothes. Off shift she tends to keep to wearing the skirt and just removes the jackets and hat so she doesn't get any flack for being police.
Shelby - Flapper dress, like half the reason the au was made, flapper dresses. There is a bit of a misconception on the styles, you see a lot of costumes with a lot of string, mostly black and gold, but actual flapper dresses came in quate a few colours and were mostly designed to have a boxier more adrogenouis cut with fringe details to be looser for dancing and energetic movements from jazz. She also wears a variety of headbands and matching necklaces given to her by scott including pearls and gold beads. outside of work she probably wears something a bit more relaxed, probably a variety of knitted cardigans with various skirts.
Scott - honestly this man is wearing big and flashy, on that note, raccon fur coats or just a variety of puffy fur coats in general. and cause he's extra he's not wearing it properly instead draping it like a cloak. He is full suit with matching pocket square and tie. He also has gold everything, gold pocketwatch and chaing, gold cuffs, gold collar pin and tie pins, all with a variety of blood red gem stones. He also wears a variety of rings, including a signet ring with a bat, on both hands.
Drift - I think drifts vsmp clothes once again work quite well. 1920 women had just left ww1 were many had started wearing trousers in the workplace as women moved into more labour jobs such a manufactoring, and this carries over to daily wear. I see her as a person who likes the mobility trousers give so unless she is going undercover tends to wear them. she also probably wears some 'mens' clothes when she can. I think she sticks to the tweed/browns asthetic
anyway, if people have suggestions for the others or alternatives to these let me know. I'd love to hear them

omg I just read all of your speakeasy au and I love it so much! Thought I'd drop an ask with a couple of questions about it!
What do you think are some of the worst customer-service/customer interactions moments Owen has had? We all know this wet cat of a man cannot play nice with customers he decides he dislikes lol
What do you think Abolish's role in this au might be/anyone else you've wanted to talk about but haven't got the chance yet.

I'm glad you enjoyed it so much. As for your questions:
1. If he decides he doesn't like someone, but there is no reason he can find to kick them out, you bet they're getting served last. Doesn't matter what time they got to the bar, people who arrive after them will get served first, he'll even go do odd jobs like cleaning glasses if it means they have to wait longer. Pyro will happily join the wagon of avoiding someone if Owen decides and he just thought Owen had them covered, they aren't avoiding them deliberately they promise. Owen will also under pour if people are annoying him or trying to flirt to get more liquor, he has a boyfriend thanks.
2. I haven't fully decided on what Abolish does. I know he's in some shady secretive stuff and often is seen talking to people no one has seen before and will never see again. He has a deal with Scott that allows him to use one of the private rooms for his meetings and he even has a personal emergency stash in the club. In return he promises not to bring any messy work into the club and sometimes gives Scott heads up on the going ons of the underground. Outside that he will sometimes play piano when Shelby sings and is actually one of the few people Owen has never gotten pissy with.
3. Owen first met Legs after a fight had broken out in the club and someone had clubbed him over the head with a bottle causing a nasty cut. Abolish gave Louis the address of a doctor who runs a clinic for injuries that people don't want questioned or reported to police and Louis dragged Owen there. Legs treated him and in return for putting up with Owens displeasure of medical personnel, Louis offered to buy him a drink if he ever came by the club. They ended up becoming close friends over their shared interest in philosophy, much to Owens annoyance, though all three also enjoy cards which they can be found playing after closing some nights.
"Cherri had always considered herself a determined woman. Always kept herself held together, no matter what the world threw at her. She kept steady when her father passed, leaving her with an orchard to run. She kept steady when her love came to her with a ring on a bent knee, stuttering her way through a proposal. She kept steady when two soldiers came with stamped papers to take her love away. She even kept steady when an officer rapped at her door demanding if her lover had run home to her.
When those soldiers came back months later with hats in hands, she later wondered how she kept her legs steady enough to stand."
