Muskrat's team has locked employees out of the system and has loyalist employees working around the clock by installing sofa beds for them to sleep on.
The systems include a vast database called Enterprise Human Resources Integration, which contains dates of birth, Social Security numbers, appraisals, home addresses, pay grades and length of service of government workers, the officials said.
"We have no visibility into what they are doing with the computer and data systems," one of the officials said. "That is creating great concern. There is no oversight. It creates real cybersecurity and hacking implications."
A team including current and former employees of Musk assumed command of OPM on Jan. 20, the day Trump took office. They have moved sofa beds onto the fifth floor of the agency's headquarters, which contains the director's office and can only be accessed with a security badge or a security escort, one of the OPM employees said.
The sofa beds have been installed so the team can work around the clock, the employee said.
Musk, a major donor to a famously demanding boss, installed beds at X for employees to enable them to work longer when in 2022 he took over the social media platform, formerly known as Twitter.
"It feels like a hostile takeover," the employee said
One expert said he'd "be hard pressed to say that it's not in the top two or three" global threats.

Top government security experts on Wednesday warned lawmakers about the growing threat climate change poses for national security, elevating conversations about the link between global warming and worldwide instability that have already begun to play out among 2020 presidential contenders.
“If you integrate over time, 20, 30, 40 years, I’d be hard pressed to say that it’s not in the top two or three [global threats],” said Rod Schoonover, a State Department intelligence official, responding to a question about the threat level posed by climate change.
Schoonover was one of three intelligence experts testifying before the House Intelligence Committee as part of a dedicated hearing on the national security implications of climate change. He was joined by Peter Kiemel, a counselor for the National Intelligence Council (NIC), and Jeffrey Ringhausen, a senior analyst with the Office of Naval Intelligence, who also sounded the alarm on the risks global warming poses for international stability.
Climate change “affects us from a functional issue perspective,” explained Kiemel, who spoke of current issues — including drought and famine that have worsened tensions in the Middle East and Central America — along with future concerns, like water wars and the thawing of the Arctic.
“This... thing, [the War on Drugs] this ain't police work... I mean, you call something a war and pretty soon everybody gonna be running around acting like warriors...
“... I was struck by this on a recent trip to Santa Fe during which I set off one of those airport metal detectors and promptly had my hands swabbed and tested for explosive residue. Obviously, we all now live in a strikingly more militarized and securitized world. Who in twenty-first-century America hasn’t been wanded (something unheard of in the Vietnam era)? Who hasn’t felt the riseof the national security state up close and personal in a country in which military drones are in the air, our borderlands have been turned into fortresses, military-style surveillance is a way of life, taxpayer dollars pour into the Pentagon and the Department of Homeland Security, and sports events are a riot of militarized activities (paid for by the Pentagon)? And of course, the secretary of defense, the national security advisor, and the White House chief of staff, arguably the three most powerful figures in Washington other than the president himself, are generals from America’s losing wars. Though no one seems to notice, these truly could be considered our days of rage. ...”
