Understeering is the lack of responsiveness of the car's front in turning into a corner. That is, the car doesn't want to turn. Understeer is inherently stable - once the car reduces speed sufficiently grip will be restored, which is why almost all road cars are set up to understeer at the limit of adhesion.

Oversteer vs. Understeer
Oversteer is good. Understeer is bad.
Simply put.
Understeer is one of those things you may want to steer away from. (pun intended.) Usually Front Heavy and or FWD Cars do this. Understeer is when you are turning in a direction but the front wheels are going too fast to grip which results in you not turning in like you should and the front of your car just slips on forward. Understeering is dangerous but much more predictable.
Oversteer on the other hand is quiet the opposite. While if you don't know what you’re doing, oversteering is very dangerous, but is less scarier (in my opinion anyway). Oversteering if you know what you’re doing will result in smiles and drifting. Oversteer happens when you’re corner/turning, and the back end loses grip. The best way to fix this is to counter steer and modulate throttle in order to gain grip back without spinning out and losing control. Mostly AWD and RWD cars over steer. AWD is almost impossible not to control while RWD will be a little more difficult at first.
