So from this I can conclude that the fire probably still happened but it did not destroy the whole building?

I'm trying to make sense of this
given this information: uncle Harold worked for the MCO, the facility burned down in 1980, his passport has the name Hakon Lundestad on it, and all the letters from the MCO being very secretive.
wouldn't it make sense that uncle Harold really didn't die but was declared dead and had his name changed?
I found the other half of the Lundestad passport
And it's got a picture of Uncle Harold.
