I have had a story idea and two characters I like very much sitting in various site's drafts for about a year and a half but have never had the energy or specific enough ideas to begin. Does anyone have suggestions as to how to remedy the situation?

I came to social media to share thought provoking ideas and help myself and others learn, but alas, I will only be known for a shitpost I made in two minutes.
Is anyone else figuratively deaf to the tone of their own voice? I've heard of the inverse, where one cannot hear the tone of others, but never someone being deaf to their own tone. It is an issue I have that I have never seen discussed anywhere.
For example, no matter what tone I speak in, I always sound neutral to myself. The only changes I can detect are when my voice gets louder, breaks, or if my tone is extremely upset. There have been times when I thought I was speaking neutrally, but I was then told I sounded sad, upset, etc. It causes communication misunderstandings and frustration. If anyone has this issue as well or tips for how to manage it, I would like to hear from you.
Despite struggling with empathy at times, I always empathize with someone who has great ideas but can't articulate them to their satisfaction. Typically I can tell when this happens, and it genuinely makes me frustrated on their behalf.
Something similar that frustrates me is when someone struggles with that and thinks they are unintelligent because of it. It is actually quite common for brilliant minds to have trouble phrasing their ideas in a way that is coherent and understandable to others.
The ability to have amazing and complex ideas is a completely different skill than being able to communicate them with others.
