Alright, listen, if you think about it, he designed his own body to inhabit, not Tony bc he brought the AI into existence

Ultron escaped through the internet and went back to that castle that was seen in the beginning of the movie, then started creating his army and whatnot

So the fact that he ended up looking like this

Then this when he was attempting to wipe out humanity

Which means, he designed his own body in the beginning and later in the movie

In conclusion, I believe he was intentional when designing himself like this (I get it's what the writers wrote, but bear with me here), but maybe he knew we, as obsessed fans, would get so obsessed with him bc of how he looked
