With the state getting four new congressional seats, and one likely in South Texas, the chances are great that redistricting will affect almost all currently drawn districts to some degree. The 23rd Congressional District held by Canseco is based in San Antonio but swings west Eagle Pass, following the Rio Grande to El Paso. State lawmakers are expected to carve up the geographically large congressional district, and in doing so, it could favor those seeking to jump from the Legislature to Congress. A field of Democrats could seek to challenge freshman Canseco, who ran three times before he was successful.
