Kiros is kinda of a small community. Sure the Togruta there would be more appealing for their artistic tendencies (a slave capable of doing pottery and playing instruments probably would be more valuable) but I don't think there's enough Togruta on Kiros to meet the Zygerians new demand for high quality slave.

Togruta are a rare species with exotic beauty, and the Zygerians are kinda trying to get back on their feet with their empire, right? People in star wars probably already seen hundreds of human and twi'lek slaves, but how many Togruta Jabba owns? I think the Zygerians would try to make them their new best selling product.

No one really pay attention to the Togruta, we don't see a Togruta senator being in the center of any discussion in the Senate nor do they had any battles on the territory during the clone Wars. Unlike the Twi'lek that had Cham Sindula and (I don't believe I'm going say this) Senator Orn Free Taa that constantly reminded the republic and the Neutral Systems of their existence and problems. So maybe the Zygerians though they would capture some new toys and no one would do anything about it.

Dookan probably wanted the Zygerians to pick a race in republic space so later he could point a finger and say "Look at what theses monster allow to happen under their noses!" And gain more political power, and for the reasons above the Togruta seemed to be the perfect match.
