So I was reading up on Cyrodiil some time ago, and a webpage said that Cyrodiil was lush greens and warm weather, but considering what Cyrodiil looked like in Oblivion, the climate had changed somehow. There was a theory that Tiber Septim, using the voice had changed the climate of Cyrodiil. It was probably the Clear Skies shout, unless there is a specific one to change the climate and not the weather.
Just some interesting things.
