Understanding Death of Third-Party Cookies

Google get's chewed out for bypassing the iPhone users' privacy settings in the Mobile Safari browser which enabled Google to serve cookies to your browser completely separately from the website your on.  

Cookies, of course, are the snippets of code your browser uses to remember whether or not you’ve been to a site (or set of sites) before, helping to exchange things like login information. Cookies inform the site you’re browsing that you’re a returning visitor, and if it serves ads they can be tailored to your browsing history.

Google used these cookies known as third-party-cookies to track what ads users saw and liked even if they opted out in their browser settings.  Google explains that the situation happened when Google tries to ensure that the "+1" button from Google+ would appear on third-party sites.  They had to make an exception cookie that would penetrate the privacy in order to get this button displayed however, there was no way to to pick and choose which cookies could break down the wall, so they all did.  Google claims that these characteristics do not carry any personal information.  But Google is paying a staggering $22.5 million fine to the FTC and now additional lawsuits are underway.  Is there any way the powerhouse that Google is really didn't know these third-party cookies were penetrating the security and providing them with useful information about which ads to display to which users?
