It comes down to this: they haven't seen each other since the North, Katara's royally pissed off, and Zuko can't properly focus when she's so close. (Not that he's complaining.)

โHey, does this mean I can get up now?โ Katara gestured at the empty space that had been full of clingy firebender not a second before.
โNo. This means I haven't had a meaningful conversation with that boy yet, and I'm already done with him. You're not going anywhere.โ
She huffed and smacked his arm, but stayed in place.
โHuh,โ he muttered. โIf I had known a command was all it took to make you submit, I wouldn't have tied you up all those months ago.โ
She blushed. Badly. โYou're really asking for it, aren't you?โ
โTell me something I don't know.โ

Katara proceeded to pummel him.
