ok first you want to get a bunch of rust, and then grind it into dust, like between a couple of rocks, mist it to make sure it's all oxidized, wait a couple days, then grind it again. take a solid piece of aluminum, and use an angle grinder(or other tool, it doesn't matter as long as you get the intended fine powder) to grind it into powder, then mix at a 3 to 1 ratio of rust powder (iron oxide) to aluminum powder.
run it through a fine mesh, then grind the bigger chunks into finer powder. keep doing until you're satisfied.
