Why do you think All For One has let One For All persist for so long. I have no doubt that if he truly desired it he could have ended it before it got out of hand and I doubt nostalgia or anything similar would deter him. So why? Why let the only thing strong enough to pose a challenge to him continue as such? It's always been a question of mine.
In my opinion, All for one doesn’t really desired One for All or doubt that he needs the quirk back or even because it’s nostalgia.
As you can see here in BNHA Volume 0 that he overkilled Nana by blowing up the place.
Also, I do believe that he wanted to end One for All there but you know it would be difficult for All for one himself to even end the loop because one, the quirk transferred from one predecessor to the next successor. In a way, it could have been super annoying to All for one to find the people who actually have the quirk.
By that time, we know that Toshinori was hiding and All for one couldn’t find him for all those years.
Though in the end, we know that All for one is overly confident on everything he does and you know what happened next. Over confidence can lead to your downfall.
He underestimated All Might and now being a potato that he is now.
