It’s never too late for Halloween!!!

On the surface, giving Claire the chip at the end of ID looks like it can solve a lot. Air the dirty laundry, make the government face its crimes, get justice for the people the government hurt. I can imagine why Claire got frustrated because the chip -- the evidence -- is right there. Take it to the news and be done with it!

Except Leon is the one holding the chip and Leon knows better. Keep in mind that when we first saw him in RE2, he was bright-eyed despite the horrors he saw. He managed to stay optimistic, always had a smile for Claire, and it was very, very clear that he didn’t become a police officer for power: he did it because he literally believed in To Protect and To Serve. That Leon, without a doubt, would have given Claire the chip.

So why doesn’t ID!Leon? Because by then, he knew one of the major reasons for the virus sweeping over Raccoon City. He was aware that the government had planned on employing Birkin and using his virus. He was aware -- and remained heartbroken and furious -- that the government chose to bomb the entire city of Raccoon City partly to hide its secrets. 100k people, Leon shouted about in ID. 100k they didn’t try to save. They bombed the city and buried it. They chose to sacrifice that many people. 

“They didn’t even try to get them out!” Leon shouted in ID. “So tough call, my ass!”

“You cannot save a country if you don’t give a damn about the people in it!”

By ID, Leon is fully aware that the government is prepared to kill its citizens to hide their secrets. By then, they destroyed Raccoon City. They forced him to work for them, still covered in blood from his gunshot wound and traumatized, or they would kill an innocent girl. He was aware they do be impersonal -- sending someone to bomb a city -- or up close and personal. I don’t think anyone in the entire RE universe is aware of how ruthless the government is like Leon, and he’s trapped and furious about it.

Notice how Leon never implies the truth about any of this to either Claire or Chris in any of the games or movies. The only time it comes out is in those moments like with Jason, with someone who would understand. It never comes out calmly. It comes out heartbroken. Leon knows exactly what the government is capable of. 

It’s also shown repeatedly that he will push to try to obtain justice. In Damnation, when given the choice between obeying orders and trying to do the right thing, Leon openly rebels. Leon does fight in the limited capacity he has to fulfill his promise from RE2 to wipe these viruses from the face of the earth.

And how does Damnation end? With Leon realizing that again the government used him to fulfill their desires. They sent him in knowing what he would do and taking full advantage of it. Damnation ends, again, with a heartbroken Leon.

So when Leon has the opportunity to give the chip to Claire, he knows how it’ll end. He knows how easily Claire had already been nabbed. He knows the government has no problem handling these problems from targeting individuals to blowing up entire cities. He knows what the government will do to hide their secrets, and Claire doesn’t. Claire knows the government is full of dirty secrets but there is no indication that she is aware of how ruthlessly they would act to hide those secrets. And honestly, given that this is Claire? She would be willing to sacrifice herself to make the truth known, and Leon knows that, too.

So yeah. If Leon did give Claire the chip in ID, it wouldn’t have been the chip going public and justice being done. Hell, in RE6 it’s made clear that the people hidden in the government are willing to kill the President of the United States to hide their secrets. What would they have done to Claire? What would they have done to the news building and the people in it?

Only he could see it, With his extra special eyes, When he mentioned it to others, It came as no surprise.
