Entrepreneurs are constantly told to find cofounders early in the process. Reasons cited include:

The ability to recruit teammates suggests you have strong leadership skills

Ideas change, teams don't (unless they do...)

It's easier to start a company with a team, rather than as an individual

But, what if you didn't happen to be friends with or work with people who have the skills you actually need? You're left to find your cofounders through meetups, through communities like Founder Dating, job postings, flyers at college campuses, and through your own networks. It's hard work, takes a lot of time, and most of the really talented engineers (if you're one of the gazillion business people seeking a tech cofounder) are too busy building things (or, quite possibly too introverted) to make an appearance at networking events.
