Here we have the insane lunatic himself, the Team Rocket admin known as Proton.
Potential Voice Headcanon: Todd Haberkorn
This man is very cunning, violent, cold-hearted, and overall quite the deadly adversary.
He is cruel in his methods.
A man that delights in the torture and brutal killings of others, no matter who the target may happen to be. Man, woman, child, Pokémon, and even his own grunts...nothing is spared from his bloodlust when he's in the mood to hear screams.
Though admins Petrel and Ariana are his coworkers, they seem to be just as equally unnerved by him as any other. He was once an average grunt during Giovanni's reign as leader, but was specifically chosen by Archer after he assumed the leading role, finding Proton's cunning wit and lust for blood and guts potentially useful for future endeavors regarding his plan to revive the Rocket gang.
Like the other admins, Proton has powerful Pokémon that often accompany him. Two of which being frighteningly strong abnormal hybrids.
'Precious' the Golbat/Dusclops hybrid, a large creature who he tends to coddle a lot. Despite his love for the feral beast, he regularly starves her in order to make her much more violent. She is often his favorite method of killing and inflicting pain on others, allowing her to aggressively feast on a target's flesh while still very much alive and concious while he watches and revels in their agony.
Then there is 'Bruiser' the Weezing/Steelix hybrid.A massive being that is every bit as cunning as his vile trainer.The second, smaller head is slightly less sentient than it's main head.
Its jaw is frozen wide open and only its eyes seem to move.
This terrifying creature will either ram into opponents, crushing them into a fine red paste smeared across the ground, or let out a thick, toxic plume of gas strong enough suffocate and erode the flesh of his victims within minutes.
I really enjoyed finally getting the chance to draw this jerk. :3
