CCRP originally was cloning Ted, but something went wrong and all the clones came out as Obnoxious Teens
CCRP had a plan for their cloning technology and it did not involve Paul Matthews. At least, not originally. Why Ted of all people was chosen was something many who worked on the project did not know, but regardless, Ted was chosen.
Someone stole some of his DNA, and the project was underway. It was a success, for the most part, all rapidly aging, all in great health. But then, they just stopped. For some reason, once the clones reached their teenage years, they stopped growing at the rate intended and started aging like normal teenagers.
What also didn't help was despite their original's behavior, these clones had quite the spine to them, and got together one day and rebelled, escaping into town.
Various highly classified and trained operatives security officials were dispatched through town to try and find and eliminate the clones, only to discover them working various minimum wage jobs.
Deciding they weren't worth the effort, CCRP called back the officials, and decided to try the cloning project with someone else, hoping Paul Matthews could lead to more success.
