Argentinian Public Universities are in Danger!
Due to lack of funding, public universities in Argentina are in risk of closing. Over 2 million students are about to lose their access to free education.

I have already answered the first question here. Just change the table cell colour.
The highlight effect was made in photoshop by using a brush with low opacity and with neon colours.
