You cannot take anything anyone says in a rubberhose setting seriously. They're jokes. The whole point is that they're jokes. There is no super complex lore, there is no consistency, and there is no throughline.

Donald saying that he's "domesticated" as a way of separating himself from normal ducks is a joke. The ACTUAL REASON is that he's anthro. That's literally it. But in-universe they wouldn't have that word, so he says he's domesticated.
