Mink isn't a character you see as much, so why not? Also I'd suggest #2 both as you seem to feel more comfortable AND building the armor could be interesting.
That’s partly why I want to do her. It’s an idea that I’ve been kicking around for a while, and at this point, I might as well go for it. (Plus, I love Kotono Mitsuishi, her seiyuu is a bonus.)
I think I would be more comfortable with the less naked one. And learning armor would be a lot of fun, plus all that detailing.

I actually like the first one better, but maybe add the little skirt from the second one to it? The armor looks more dragon-like from the manga though, and doesn't have those ridiculous boobs @_@
I also like the design of the first one better, but the more naked thing bothers me. Adding the little half skirt is a good idea, though. I could do that, and since she has so many designs in the manga, I doubt anyone would really know or care that it’s not canon. (And I think that anyone who is going to recognize Mink would recognize her regardless of outfit, as long as the hair is the same, the colors are the same, it’s bikini armor, and I have the wings/tail/horns.)
The ridiculous boobs in the second image are quite ridiculous. Not sure if I have enough natural boobage to pull that off. But on the other hand, it’s Mink, so I feel like I should do something with cone boobs. At least it’s not her outfit from the anime. Speaking of ridiculous boobs. (Seriously that top she wears in the anime shouldn’t be physically possible with the amount of cutout space and plunge it has.)

Cosplaying from an ecchi series is kinda inviting nasty comments, even if you don't intend to. Plus, nearly nekkid. Plus, IT'S REALLY HARD.

I don’t mind being nearly naked for modesty reasons, but I am a bit of a creeper magnet. Though the series is so old that I’m not sure if your average creeper would know it and know that it’s an ecchi series, but I feel like bikini armor in general is such a straight dude fantasy that it would be possibly inviting trouble anyway, whether someone knows the series or not. I’ll be sure to stick with tall, intimidating-looking friends while wearing it. Being nearly naked is good when it’ll be LA in July in a convention center with roughly 100k people in it, though.
Honestly, the creeper factor is the biggest qualm I have with cosplaying Mink in general. I always tell myself that I won’t make more creeper magnet cosplays, but here I am. I never learn.
The other question is if I have time to make this, since I might be taking on a second job for the summer, and con is in a month. (OH GOD CON IS IN A MONTH!) I’ve already had a friend volunteer to help me with the armor and props, though, so that’s good.
