Static Meltdown
-Premise-
What if every person who trained hard enough could learn any one pokemon move they wanted? Gym Leaders, Champions, and Battle Facility Heads are all renowned for their skill and strength, and Ingo and Emmet are no different. The two of them have worked exceptionally hard to hone their skills- Earthquake for Ingo, and Discharge for Emmet. Elemental moves were notoriously tricky to draw out, and Emmet mastering a special move was especially praised by the Nimbasa news outlets. However, no one was able to get the real scoop on the two: What were their abilities?
Abilities were far more rare, almost exclusively held by trainers with intense strength or dedication. Each ability was innate to a person, but needed to be drawn out and rigorously trained in order to activate them. Unova was sure that the Subway Bosses must have them, but what? They have no idea.
Of course, with their shared abilities Telepathy, the twins have no problem keeping that secret to themselves. Until.
The day that Ingo disappears, and that No connection suddenly snaps- leaving them with nothing but an ever-present static.

Also called the One Move AU!
There is a hierarchy to how challenging a move is to learn! A person can change their move with the same training, but can only ever hold onto one at a time due to the effort it takes.
The order from easiest to hardest is: Status Moves (Leer, Glare, Hypnosis) -> Elemental Status Moves (Thunder Wave, Toxic, Will-O-Wisp) -> Physical Moves (Tackle, Mega Kick, Drain Punch) -> Elemental Physical Moves (Earthquake, Ice Punch, Shadow Claw) -> Special Moves (Flamethrower, Boom Burst, Dazzling Gleam)
As a blanket rule, higher damage moves or moves with many effects are harder to learn. The difference between Absorb and Giga Drain is similar in concept but harder in execution.
Also! Ingo is in Hisui, he's okay :> Emmet just doesn't, know that. (Unless, somehow, their telepathy started working again... 👀)
