hi! i use ibis paint x for non-animated stamps, and i use ezgif to make gif stamps
to make blinkies, i usually use blinkies.cafe and dazzlejunction. but sometimes i make my own in ibis too
and for dividers, i use canva (and remove.bg sometimes)
honestly i suck at explaining so here are some tutorials i suggest you follow:

also i'd like to mention here is that depending on the size of the stamp frame, it can affect the quality of the stamp. example:
white is 198x112, pink is 99x56.
basically you can upscale the stamp frame using an image resizer if you'd like them to be higher quality, which is what i usually do. you can do this with blinkies as well

using pinterest, find a gif of your choosing and save it. you can use any photo/video searching platform for this, i am just using pinterest as an example.
in order to make stamps, you need a template. this is the ridged outer layer that gives the stamp its shape. there are many different sizes and colors available to choose from across the web. standard stamps are 94x50, but you can make your stamp and templates as large or small as you'd like. the frame i am providing is 99x56. save it to your photos and let's move on to the good stuff!
after you are in the resizing menu, select "choose file". this is where you will be importing your gif.
once your gif has been imported, click "upload".
now you can see a menu with different options and numbers. in the width bar, type "99". in the height bar, type "50". do not mess with the percentage or resize method options. under "if aspect ratio does not match", click the blue square to pull up the options. select "stretch to fit".
congratulations, your gif is resized!! you're halfway there. under your gif, click "more tools".
click add overlay/watermark.
this is where we put the stamp border on. you must click "extend canvas size", or the border will not fit.
this is what the canvas looks like when its extended. dont worry, it will be fixed later. click "choose file" and select your stamp template.
once your stamp template has been imported, select "upload image".
dont freak out- the template will be all over the place at first. you must click and drag (or tap and move) to adjust it to fit your stamp. here is before and after.
select "generate image".
now we have to get rid of the transparent space. select "crop". you do not have to crop the stamp yourself. check the box under auto crop that says "trim transparent pixels around image".
YAYAYAY now your animated stamp is complete!!!! make sure to save it.

How do you make stamp gifs? (I want one for a show with a dead fandom)
WONDERFUL AND GREAT QUESTION I'LL SHARE MY KNOWLEDGE. I'll give you the tutorial video I watched, and then I'll explain how I do it! Tutorial video(not mine):
I use two sites, one for resizing and turning things into gifs, and the other for actually making it into a stamp!
Simple and free tool to resize (scale) animated images online. Resize animated GIF, WebP, APNG, AVIF images without losing the animation and
This is my resizer, add your file and resize it to your needed dimensions. (Mine are 94 width, 52 height)
I set my aseptic ratio to "stretch to fit" idk what the other ones do, but I like this one
Under it, hit resize image. It'll give you your image, but squished down! Hold down and download that image if it was a gif when you uploaded the file.
If not, click the convert button under your little image and choose "to GIF"
If you have a video, you might need to speed it up a bit to make it fit into gif format. Other than that just click convert to gif and download it.

This is literally the first image editor I found that reliably worked, and came from the tutorial video
Click "choose image" (not "upload an image") and select your crushed gif and use that
Click the "Advanced" button and then expand canvas. You'll want a little extra space so you can place your stamp border, set the width to 99 and leave the height at 57. Hit apply. (This is because it's 5 pixels bigger than your normal one)
Now for the boarder!!! You can either make your own (like in the tutorial video), use mine, or find one (will probably have to use different dimensions for that)
Here's the super basic border I made that you can use ^
Okay, add this to your crunched gif by clicking "overlay image" and choosing the border file. Hit upload and it'll appear on screen
Move it around until it sits how you want it to, and then move it once to the left. (This site automatically moves everything one pixel to the right for some reason??) Click apply.
NOW HIT SAVE. And then hit save image local. YOUR GUY IS NOW DOWNLOADED!!! YAYYYYY YAY YOU DID IT!!!!!!!!
Also I'll make stamps for you just ask, or send me/tag me in specific ones you want stamped

i really like the flags on the sp inspo you've shared so i was wonderin if you'd be willing to do a tutorial on how to make them or if you had a base template that you'd be comfortable sharing? [ loooove ur sp inspo btw , its so pretty ]
We are considering releasing a base for simple flags tho we haven't gotten there yet , but I did make a quicker tutorial for how we make ours ^^

As a note before we begin , I use paint tool sai on pc but this will work for other programs I am 99% sure!

Images are all below the cut just due to how many there are
We usually use a 99 x 57 canvas [this time it was 98 x 56 so it wasn't a weird offset] but any rectangle works , or square if you want that.
We use a high dpi / ppi just because thats what we use when we draw and just don't change it
Simple rectangle to start , this one is 3 pixels from the edge [2 pixels technically with the 3rd being where the lines start]
Can't forget the shine! We add this on a layer under the frame for simplicity in changing settings [note; I did change the blending mode and opacity later lol!] , we use a thicker line and a thinner one but honestly its all preference
Sparkles come after , we do these by simply randomly dotting some pixels about in white then we use a very light grey for the ones we want to make into larger shines
Optional frame decor , if you want it to not have weird spacing definately use an even numbered canvas , I just went simple as a showcase
Sometimes we add a small shadow to the inner most line of the border if we worry the flag blends too harshly
Final layer set up with the settings we used for this specific one ^^
If you wanted to add layer bases for the stripes , I always suggest using pre existing bases such as this one from crowdsourcedgender
