I’m not a nurse, but I am a tattoo aficionado with health problems!

The generally quoted figure for length of time until you’re healed up after top surgery is 6 months to 1 year. I wouldn’t get a tattoo before that, because you are, in effect, creating a new wound over other, also recent wounds, and if you’re not fully healed up that could make it easier for an infection to set in, which would SUCK. You want to be in fairly good health when you get a tattoo because you want your body to have a decent ability to heal itself, and post-surgery is not an ideal condition to be in for that.

I don’t know that the post-surgical muted sensation would even be particularly helpful. 

I haven’t gotten any chest tattoos (yet) so I can’t tell you my experience with that particular body area, but the biggest factors for the pain of tattooing is how thick the skin is and how much flesh you have between your skin and the bones, and whether it’s linework or shading/coloring in. The tattoos near my wrists and collarbone and inner elbows were definitely the most painful. The tattoos that are fully colored in black hurt worse than the ones that are just lines. But it’s a pain that feels more like rugburn or a skinned knee than an injection or, like, an actual sliced-open thing. And your tattoo artist can always stop and give you a break, or you can do multiple sessions, whatever helps you.

I’m on hormone blockers after the larger stages of puberty (Started when I was 17) and they don’t cause any physical changes besides preventing any more estrogen-caused changes that you might go through depending on your age (hips getting wider, chest development, etc that happens in your late teens early twenties). They also decrease your sex drive and cause vaginal atrophy, which is when the vaginal walls stop getting as wet as they did before. The main thing blockers do is stop your menstrual cycle. If that’s what you’re looking for, I’d definitely look into it.

One downside is that some blockers long-term (for more than 2 or so years) can cause a loss in bone density, so it’s very important to talk to your doctor about this and take vitamin D supplements. 

I don’t know what changes you’re looking for, and I’m also not a doctor so I can’t tell you what the best decision is.
