Theoretically they should be owned by Sega. It’s possible they may show up someday, but I wouldn’t count on it happening anytime soon. The IDW comics have been trying to set themselves up as a new thing, and not just more of Archie Sonic, so Sega and IDW are probably in no rush to allow the use of those characters

We can’t really be sure right now. If I had to hazard a guess, Archie probably owns all the characters introduced post-reboot, seeing as how the reboot was inspired by Penders revoking the rights to all the characters he introduced

Whether or not Archie would want to license said characters to a new publisher is another story, but even if the old cast was brought back, I sincerely doubt a new publisher would be interested in picking up right where the Archie comics’ story left off. They’d probably want to start their own continuity to try and bring in new readers

Well, depends on what you want to draw. And it also depends on what you mean by "Could not do it."

Because if your drawing even vaguely looks like your subject, it's a start and you should be proud of that!

Make sure to gather lots and lots of references and resources of what it is you're aiming for. Reference is the truest and best teacher. Don't know what to study? Then draw what's around you!

If you feel that your skills are lacking a refined, technical, and/or more professional touch THEN that's where you get classes involved. (This is my opinion though and should be taken with THOUSANDS OF GRAINS OF SALT JFC)
