New terrifying proposal theory: There are monsters outside the city...but the city is the source. The ones we see fighting the magical girls are those that don’t escape the city after being formed.
We’ve never seen the outer-wall at night except with the telltalle “fuzzy static” that indicates something is being obscured or mentally blocked/censored from viewpoint characters. We have no idea what they think they are seeing, or what’s really there.
Mark, our loveable hobo researcher who almost certainly is from some settlement outside the city considering he knows Christanity-based swears, might have been sent to investigate the source of monsters, explaining why he has devices that he’s confident can kill one (but are one-use only).
My contribution: What if the whole point of the city is to be bait for the monsters and slow them down with too much prey to choose from, allowing them to be hunted by magical girls before they can be almost impossible to track in the countryside?
A sacrifice for the rest of humanity that has been forgotten?
Or Alternative theory by Nerium: The city maybe exists on another plane of existance during the day, and at night it overlaps back into regular reality and monsters roaming countryside are confused (but not unhappy at so many humans to attack) they are in a city when minutes ago was wilderness.
