When I remember that liking someone is just as important as loving them and I'm pretty sure that no matter the amount of love Sirius held for regulus he never liked him, Sirius never liked who Regulus was nor who he turned out to be, any love he held was buried deep by the dislike and disappointment and disgust he felt when it came to who Regulus had been as a person, as a child it was dislike fueled by jealousy, as teens it was dislike fueled by disgust and even after Regulus's death it was dislike fueled by disappointment
