IIRC in one of the Christmas episodes, it's been established that Mr. Salt and Mrs. Pepper are the ones who own the house and apparently raised Steve and Joe when they were kids...I have no idea how that works but I shouldn't be questioning the show where a dog is able to "skidoo" into pictures among other things. So maybe in this AU they just take care of all these adopted kids (according to the creators, most of the characters are around preschool aged to early elementary school aged, meanwhile it's canon that Mailbox is ten years old) as well as their biological children?
Don't ask me why I'm so versed in Blue's Clues lore. I don't know why and I'm depressed now.
