I played around and finally captured the feel I was hoping to go for. The real trick will be getting all this to animate and stuff in Gamemaker. Man, water in games is so hard to get right ;_;

I bought aseprite a couple days ago and am learning how to use it. pretty intuitive, although I wish there were some more options for using layers/frames when animating because boy, things can get complicated really fast. But utilizing the (fantastic) squash and stretch resizing of aseprite really gets you like 90% of the way there, and I think I have a decent workflow down for large portraits like this. Best 20 bucks I ever spent!
