The answer is yes, but it wasn't planned.
To make it short, the original plan was to kill Henry (William got fed up of him after he fired him from the pizzeria from an argument where they blamed eachother for Charlie and Evan's deaths) and managed to get Felicia join this idea.
Basically, since Felicia still worked at the pizzeria, her role was to make William sneak in and take care of the security cameras, to clear the path for William to go and kill Henry.
But in the middle of their plan, William changed idea. He didn't want to give Henry the "easy way out" and kill him, but he wanted to make him suffer by making his business fail. And because he was really out of his mind in that moment, he thought that the best idea to make that happen was to kill some of the children in the pizzeria, to mess with his mind even more.
But he couldn't tell the change of plans to Felicia, that was waiting for William to kill Henry, and so he acted his new idea without her knowing so.
When William randomly picked Jeremy, that was supposed to be the last kid he wanted to kill (he already killed Susie, Fritz and Gabriel), he didn't know that Cassidy was his friend, and so of course she wanted to go wherever William wanted to lure him at.
And because he didn't want to waste any more time and risk in getting caught, he gave in and made Cassidy come too.
He did what he had to do in front of her, and said that she had to promise not to tell anyone or else there would've been some serious consequences.
But Cassidy didn't listen and tried to run away, and that's when William had to kill her too.
Felicia was getting suspicious of the amount of time that it took William to do what he wanted to do, so she went to check in the backrooms and when she did, she heard some noises from a specific room.
When she walked to that room, she saw William covered in blood, the room also covered in blood and finally, her dead daughter on the floor.
She fainted at the sight, and woke up in Whiskat's springlock suit.
She was always a witness of William's doings, and she always stayed silent, but he knew that this time it would've been too much for her to stay silent, and so he had to get rid of her too.
