"I think people tend to underestimate the amount of water types that can be found in a given region. Like, when we think of what water types can be found in a region, we usually just think, 'if it's not in the pokedex, then it's not found in the region.' And listen, I love pokedexes as much as the next person, even the rotom ones in Alola that everyone seems to have an unesecary problem with, but they never seem to take into account migratory habits.
Did you know that the Seel line can be found in Alola and Galar? During the winter months of the antarctics, the seel and dewgong living there migrate aalllll the way down to places like Galar and even Alola! They've been doing this for a while, too! Did you know that, in Alolan mythology and folklore, Primarina are said to be from a man that was given a half-human-half-pokemon child by a Dewgong? The story is called "The Man and th Sila Keʻokeʻo." Granted, they didn't really have a full understanding of what they were at the time since they only saw them once every year, and they tended to avoid beaches because of humans- but they were there! But sadly, because they only come once a year, the pokedex doesn't count them as being found in Alola :(."
