At first I thought the whole wine thing was a "no alchol while dealing with kids", which was already a punishment enough for him specificly, but he prohibited the fruit too, which seems odd, since we know camp grows fruit to sell. And while you could think it's a way of taking the posibility away for him to make wine of anykind, it seems a bit vage.

So hear me out. Zeus punished Mr D by prohibiting all that made him Dionysus. Thats why he doesnt act like the god in the myths, because his punishment is taking his identity away.
