To change Rotom into his alternate forms in the games Heart Gold and Soul Silver, Rotom must be your following Pokemon. Having it there with you while inside of the Silph Co. building will allow you to enter the normally inaccessible broken elevator and go into a room containing the appliances it possesses.

It runs over the feet of trainers that are standing to greet you in front of a giant set of stairs. It's rotom, so it's able to float up them anyway, but God put a fucking ramp.
