I believe you’re talking about Emile, professionally known as RED, Shadow ID# 8-10.

Yes, he was originally CIA and is still strongly affiliated with the Agency, but he’s a fully fledged Shadow now.

His main role here is maintaining and using his contacts in the intelligence community for our benefit. He’ll also join field ops if he suspects his specific talents and his connections are necessary.

Currently, his main objective is taking Makarov down.
