I have an issue with this. If this was a captive keeper, I wouldn't hesitate to say that you have exactly two fucking excuses for this: "I just rescued it from a shitty owner" and "I made a husbandry mistake, how do I fix it?" This is deplorable, and this animal has been in this condition every time I've seen it (which isn't often, true, but then again I'd wager an adult Burmese python doesn't shed all that often either, so it probably is having a shitty time of it with each shed cycle).
But since it's a zoo animal... well, have fun, zoo! Have fun keeping this animal in an enclosure with clearly suboptimal humidity while the skin tears off in rags and tags! Grrrr.
I've said it before and I'll reiterate it here: The shed cycle is a major indicator of health/stress in an animal. If your animal isn't shedding on its own without assistance, something is wrong - either in husbandry or in health.
Captive keepers, be warned.
