How could you do a pulp character but set in modern times? The earliest I can think of would be in the late 90's and the latest in 2010's? The reason why I chose the late 90's because you have more freedom of movement in that time and things are more chaotic like the interwar period of the 1920's and 1930's that a lot of pulp stories take place in. It would be hard from 2001 onward due to the security state arising and becoming more authoritarian in the U.S. and it affects the rest of the world.
The 2010's could also work since despite the surveillance state you still have movement between borders and more chaos. I mean if you want an example look at Vice media coverage of all the wars going on around the world at the time. This includes everything from the 2014 Ukraine conflict to the Syrian civil war to Liberia. There could be potential here despite the freedom of movement shrinking.

I remember a guy in the Youtube comment section saying he was working on a pulp character based off of Bass Reeves. He would fight KKK, voodoo priests and other villains in a Post-Civil War environment. It was meant to be like an old school pulp story so it seemed nice.
How do you create a pulp character set in the modern day without making it seem like a superhero or people mistaking it for a superhero?
