Just to make this clear, I’m putting your full question and then my take on the whole thing just under this ask.

So me and another friend we made theories, He said "for every wish she makes her soul gem will split apart and her soul will gradually get weaker the more wishes she makes"and I said if she wishes for unlimited wishes from kyubey only then she wont get wishes since she doesnt have unlimited of souls, since kyubey needs a soul to make a soul gem in exchange for whatever wish. Firstly, Thanks for asking me some questions! Its been a while since I’ve gotten any real mail or submissions~
Secondly, My immediate thought would be that kyubey wouldnt actually take the wish to turn you into a magical girl. Kyubey’s wishes are generally for something more tangible. I dont mean “physical” tangible (Although that is the most obvious way), I mean more potential tangible. He is using the magical girls as a give and take to power the universe and so everything is always tipped in his favor. For example, A magical girl wishes for a cake-->Kyubey gives her a cake. This is an equal one wish per one set of magic powers. Nevertheless, the power expended by kyubey in granting that wish would be less then the power created by the magical girl and the subsequent change of her into a witch.
Now, lets examine the exact “infinite amount of wishes”. The problem with that is that kyubey has absolutely no control over the amount of power that could possibly be used and so the situation wouldnt be a 1 wish:1set of powers ration, it would be an infinity:1 ratio. Not only that, but theres also no end to the power she could use in each of the wishes. How much power the wishes are taking from the lifespan of the universe could pontentially cause huge destruction. That wouldnt be a good bargain for kyubey in the slightest, and since I’m assuming he has at least partial control over what wish he grants, he wouldnt accept to contract.
However, This could totally be argued with madoka’s wish to destroy witches and why kyubey would grant that, so I’ll go on about what would happen if he does grant the wish.
Personally I think both of your options are possible depending on the natural strength of the character and their potential as a magical girl. If she was a weaker magical girl, then I think it would be more likely for her not even to transform. She didn’t bring a wish that kyubey could even grant with his powers and so doesnt transform. But, lets say she’s strong enough that she does transform. It would probably cause a huge strain on the universe itself every time she made a wish and would probably cause her soul gem to become extremely dirty, extremely fast. Think about Oriko, for Oriko Magica, and how quickly her soul gem became dirty just when using her power of foresight.
Another possibility is having her with enough pontential that her “unlimited wishes would actually have no effect on the universe with the amount of power that she would receive just from transforming and becoming a witch. That would probably make the most sense. But dont forget, potential is based on the number of lives that are influenced by the magical girls. So please keep that in mind!
