Go figure, the most painless option for making a bootable WinXP USB is from Pendrivelinux. Who also makes the USB installer for most distributions of Linux. It's sad when you can trust an open-source development community better than the developer and publisher of the software you're trying to manipulate to conform to a specific media platform.

There are myriad instructions out there for creating an Ubuntu USB drive, differing in the Ubuntu documentation, the wiki, random websites, etc. The simplest, easiest, and therefore in my opinion correctest way to do it is to use Universal USB Installer, available on Pendrivelinux.com. I'll present their screenshot here as it's pretty much everything you need to see.
Assuming that you are formatting your USB stick from scratch (i.e. erasing its contents), just download the Ubuntu ISO of your choice, make sure your USB stick is at least 4 GB, and provide the program with the ISO and the stick's drive letter. It takes about a minute and works perfectly. As you can see, it even gives you room for persistent storage without any voodoo on your part.
