As people have said, its a reaction to her dialogue. Japanese early touhou memes were pretty untamed, and spilled over to the west.

In a desperate attempt at fairness, I know a lot of people who get into Touhou based on fanon, and a lot of early understanding comes from fanon interpretations. If that happened for someone’s first encounter with Tenshi, I like to think that the majority of people who encounter that first are going to assume the character is an adult because of the subject matter. I could see how someone might experience some significant cognitive dissonance over the realization that they were wrong on that one. Of course, this only works for people who discovered the character through fanon. The people who started this are awful.
