Former Starfleet captain Elijah Kamski blames the Federation for the death of his wife and first officer, Lieutenant Chloe Kamski, when a mission goes wrong.
Having been assigned their mission by Admiral Jeffery Fowler, Kamski targets the policies and peacekeeping efforts that the admiral had made during his time in Starfleet. Feeding the Klingons classified Federation intel in hopes to hold Starfleet off, he conspires to create a drug that could cripple the entire Federation through addiction and death.
