My headcanon as to why Saul didn't search for Robin after Ohara is as such:
After he thawed out, he was still severely injured and had, presumably, lost a leg to frostbite, so it took him a long time to recover his strength, even by One Piece standards. With Robin long gone, he decided to focus on preserving Olvia and Clover's legacy, the books (however that went down, I dunno).
Being a now former Vice Admiral, the Marines know full well what he is capable of and what he looks like, so just hopping from Island to Island looking for Robin would likely result in them hunting him down. Given his former title, they likely wouldn't have held back in doing so. He wouldn't even be able to be subtle about it. A ginger giant conveniently popping up on islands where Nico Robin was sighted?? Immediate attention.
Even if he did get to Robin, the Marines/World Government send the big guns after them. Likely someone not willing to let them go a second time. Heaven forbid the Government send CP9, someone like Lucci. No way they'd make it to Elbaph.
Robin being alone, as horrific as it was for her, was likely her best chance of survival. For all the propaganda and the bounty on her head, the Government and Marine would have a hard time justifying sending big names on a Wild goose chase after just one girl. But with Saul it could easily be justified.
Then after, like, 15 years Robin disappears (around the time she joins Baroque Works) from the news all together. Saul isn't sure what's happened to her, but miraculously she reappears and she seems to be apart of a crew of upstarts. Even better! She seems to be sticking with them, judging by her repeated appearances with them and apparent assault on Enies Lobby (at least what little of it was reported by the News.)
So Saul made the choice to take the books back to Elbaph to study and teach history, to try and continue what Clover and Olvia started. Hoping that one day Robin would make her way back to him.
Not the most water tight or accurate. We dunno how much news made it to Elbaph or even how much they paid attention to it. Dunno what the exact events that got Saul and the books to Elbaph, either. It's likely to be disproven by the Manga soon anyways, but I think it's a solid enough headcanon as to why Saul didn't turn heaven and earth trying to find her.

she didn't know that she looked like her mother. and it occurred to me that she doesn't remember how olvia looks like. it's been 22 years and she was a kid. it's very very possible that she simply doesn't remember.
