09’ makarov thinks about emotions very deeply often even if he may not be very emotional he likes talking and analyzing emotional patterns and other human pattern for example how peoples emotions work, things people do while lying and what causes people to turn immoral and how to use these things against them.
09’ makarov likes writing specifically about his daily life, his thoughts, his regrets, plans and things that interest him enough to entertain him for atleast a short while. Every thought is written down in a journal he keeps in the drawer of his desk in his office. He often goes to his office to write all his thoughts in that journal after missions  to unwind, although he denies every accusation about him having such a journal as why would the mighty makarov expose his thoughts?
IF 09’ makarov ever bodes to be loyal to somebody he’ll keep that promise aslong as that promise doesn’t disturb his plans and actions for Russia, if it does the person he bode “loyalty” to is quickly thrown away like trash.
Even if 09’ makarov may seem to not make sense with his actions at all. He does. he just doesn’t tell anyone in reality he’s a deeply written character with reasons and explanations for everything, explanations that he refuses to tell anyone. He’s too “good” (cannot trust enough) for that.
