I think we're forgetting one key detail. This isn't a love story, it's a story about the fall of man. Hammer is a terrible person for Penny, he's narcissistic, controlling, and abusive. Horrible genuinely cared about Penny, but he was obsessed. Could he (ignoring the super-villain part) have worked with Penny? Possibly, but we can't totally know. What we can know is that Horrible's obsession eventually lead to him breaking and becoming the seemingly darker version we see at the end.

I still somewhat stand by my original point, which was that Dr. Horrible lies to Penny in many of the same ways Captain Hammer does, rather than being the “pure” man in the group. But of course, Hammer’s manipulations are to a much more selfish and abusive end than Horrible’s somewhat innocent obsession.
(I say innocent partially because, even in his fantasies with Penny, the most he ever does is dance with her. Which is so, so cute. They just dance. But that’s a whole other post entirely.)
I disagree. Hammer gives her that stuff because it barely inconveniences him and allows him to control Penny. I have friends who've been in crappy relationships but they feel like they should like the guy because he gives them stuff. It's a common move by controlling people to use physical things to increase their importance and control. So sure, Penny got something in the short term, but we can see the hints of how abusive (not physically of course) the Hammer/Penny relationship was.
I’m not saying that relationship isn’t super toxic and abusive. It really, really is. I’m saying that, in terms of how Penny’s life is better with these two men in it, Captain Hammer does more for her than Dr. Horrible ever could. Motivations aside.
But if you’re defining “better” as “who cares about Penny’s feelings and validity as a person independent of any vendettas”, then I absolutely agree with you. Dr. Horrible’s your man.
