There are signed languages that have evolved among hearing populations, but, AFAIK, only in situations of socially-mandated silence, such as taboos about speaking in certain situations or around certain people. My personal feeling is it's probably because of the convenience of being able to communicate while looking at something else and/or while using your hands for some other task.

plains sign language was developed by hearing people as a lingua franca
thanks for the info you guys! based on these examples it seems like hearing people only develop sign languages if for some reason spoken lang won’t work for them in that context.
(i wonder also if these sign languages were developed based on systems that deaf people in those communities were already using / to what extent)

other people too, it’s just that I know I have easy access to the 18-25 demographic (undergrads will do anything we love nothing more than avoiding our responsibilities through any means possible) plus older people tend to conserve older dialect forms
so like, i especially need like. grandparents, people over 60, etc but other people too especially if you are from the rural northeast of the us or the rural southeast of canada.
