In the left window go to modifiers:

And choose “decimate”.

You can see the face (poly) count there too :) I usually do it bit by bit. Like choose between 0.6-0.8 and if it is not enough then I decimate again. I avoid going directly down to like 0.2 in one bit. Also you can see that eye at the top, you can toggle that on and off to see how the decimate modifier changes your mesh! Also if you decimate in Blender you may get weird shadows which is the normals, so follow the latter part of this tutorial to align normals properly in MS later (only for clothing, with objects it can look weird).
