Communication shutdown = temporary inability to communicate or understand communication at all, temporarily cannot write, type, speak, or physically communicate.
Verbal shutdown = temporarily can't talk verbally/it's hard to talk verbally, could still write or type or physically communicate
Nonverbal = can't talk verbally ever, could still write or type or physically communicate
Non-communicative = cannot understand any communication ever. Cannot write, type, speak, or physically communicate. (There is a "refuses to" version of this but that sure sounds awful to imply, that version probably means something else.)
Terms being used correctly is very important for getting your needs taken care of without stepping on those who fall under a different term.
