Mod does not see much wrong in Hal’s violent methods as long as he acts within the law which he always does. (Mind you, the mushroom kingdom’s law is a MESS. Peach does what she wants with it.)
Being the first person that has met Mod after her arrival at the police station, her program also has him registered as an authority and mentor figure. She actively learns from him.
Mod’s morals are her programming. If Hal were to kill a person that her program deemed a criminal, she would not care.
