Be a could be, Be a has been, A has been.
“I’d rather be a could-be if I cannot be an are; because a could-be is a maybe who is reaching for a star. I’d rather be a has-been than a might-have-been, by far; for a might-have-been has never been, but a has was once an are.” - Milton Berle First part: He'd rather be someone who "could be" (someone trying to achieve something) than someone who already "is" successful. Why? Because a "could-be" is still reaching for their dreams - they're actively striving for something greater.
Second part (the more powerful message): He'd much rather be a "has-been" (someone who succeeded in the past but isn't anymore) than a "might-have-been" (someone who never tried at all). His reasoning is profound: a "might-have-been" never actually existed in that successful state - they only dreamed about it. But a "has-been" actually was successful once - they made it real, they lived it.
The core message: It's better to try and fail (or succeed temporarily) than to never try at all. A person who attempts something and doesn't sustain it still has the experience of having achieved it. But someone who only thinks "I might have been successful if I'd tried" never knows what it's like - they only have regret.
It's essentially encouraging people to take risks and pursue their goals, because the experience of trying - even if you eventually fail - is far more valuable than a lifetime of wondering "what if?"
